President Ilham Aliyev signed a decree on March 19, 2025, approving the Artificial Intelligence Strategy of the Republic of Azerbaijan for 2025-2028. This strategy marks a new phase in the country's digital transformation.
The strategy is built on five main pillars: AI governance and regulation, talent and education, infrastructure and data ecosystem, research and innovation, and international cooperation. Each ministry will appoint a deputy minister responsible for digitalization, innovation, and AI.
The strategy sets concrete targets for 2026: 50 enterprises in digital transformation programs, 30 new startups, 20 SMEs accessing digital markets, and 10 million manat in economic impact through GenAI use cases. The plan also aims to attract over 100 investments.
